[PR] HDDS-12240. [Snapshot] Add a config to generate compaction DAG for RocksDB [ozone]

## What changes were proposed in this pull request?
Currently we do not have a way to switch off the compaction listener and generate the compaction DAG even if Ozone snapshots are not used in the system. We can add a config to control this.
