padding problems in blocks and tables

It seems that although listed in the features, the only padding tag that
works is the general 'padding' tag in table cells. All other 'padding-*'
tags do not work.

In a fo:block no padding tag seems to work.

Do I have to combine the tags with others in a special combination or is the
implementation just not finished yet?
