Update dependencies & supporting files
### Description

- Bumped packages
- `cordova-common` to `6.0.0`
- `nopt` to `9.0.0`
- `jasmine` to `6.1.0`
- `tmp` to `0.2.5`
- `@cordova/eslint-config` to `6.0.1`
- Replaced `nyc` with `c8`
- Bumped node engine requirement to `^20.17.0 || >=22.9.0`
- Fix duplicate suite name "create" found in top suite error from upgraded Jasmine.
- Ensured that `package-lock.json` was updated with `npm update`
