[~zhaijia] yup. the repo has been cloned from github to apache. so feel free to go ahead to make any contributions. 

[~franckcuny] added NOTICE file before. so the LICENSE and NOTICE files are already added. if you'd like, you can help ensure license headers are added and the pom file are updated with apache information.
