Thanks for thinking about documentation proactively, Kim. I am planning to add documentation Jira entry for the parent of this Jira entry, which is DERBY-1478. So, yes, we do need to document the property "collation" intoduced by this Jira entry and it's use which will be implemented by various sub-tasks of DERBY-1478.
