New package on Fedora 16/17/18: qpid-cpp-server-daemon

To move the upstream releases to be more inline with other similar
packages that deliver a service, I've broken out the SysVInit script
from qpid-cpp-server into a sibling package named
qpid-cpp-server-daemon.

This new package requires the qpid-cpp-server package with the same
version. And it will in future also deliver systemd files.

Affected updates are:

Fedora 16: qpid-cpp-0.16-4.fc16
Fedora 17: qpid-cpp-0.16-5.fc17
Fedora 18: qpid-cpp-0.16-8.fc18
