Error while transcode

I am scanning the XML samples given with ICU and I get an error
An exception occured! Type:TranscodingException, Message:Could not create a
converter for encoding: ibm-1252.
I have my ICU_DATA directory set right to c:\icu\data\. What am I doing
wrong.
