Both classes are supposed to be used in almost every {{Validator}} implementation. Each bundle implementing a {{Validator}} would then have a dependency on both API and Core. Although I am definitely in favour of moving both classes to a dedicated package I am not sure it would be beneficial to move them to the other bundle.
