   ## Rationale for this change
   
   While working on upgrading IOx to arrow `46.0.0` (https://github.com/influxdata/influxdb_iox/pull/8577) I struggled to find `ScalarValue::to_scalar`
   
   I think adding some documentation would help my future self (as well as others)
