I think the behavior should be similar to Bundle#loadClass, i.e. only try to resolve the bundle if the bundle is in the INSTALLED state.  The spec says:  "If this bundle’s state is INSTALLED, this method must attempt to resolve this bundle before attempting to get the specified resource. "
