Win 8.1 SDK with VS 2017 only build machine

There is an option now in the VS 2017 installer to install the 8.1 SDK.
Select Desktop development with C++ on the left, select the corresponding
drop-down on the right, and select Windows 8.1 SDK and UCRT SDK below.
