The current DistributedTestCase is JUnit 3.8.x. Provide a version of DistributedTestCase for JUnit 4.x without duplicating code in the 3.8.x version (ie, the two classes should share code).

This provides a more immediate path to using JUnit 4.x in dunit tests than GEODE-820.

This sub-task describes one piece of work originally committed to feature/GEODE-217.
