The Tuscany project does not have a private/ppmc list for discussion of things like new committers. Please can we create a list for that with the archive visible to tuscany committers (ws-tuscany group I believe).

The current lists are under ws e.g. tuscany-dev@ws.apache.org

Please can you create
tuscany-private@ws.apache.org
or
tuscany-ppmc@ws.apache.org
as appropriate.

Please add jboynes as a moderator for the new list with the ability to add other subscribers. Is it possible to pre-subscribe all Tuscany committers or should they send in subscription requests?

As part of incubation we are building the community for Tuscany itself. Part of that is allowing the committers on the project to learn and perform the responsibilies of being PMC members (such as nominating new committers) without actually being on a PMC. The process, and legally binding PMC actions, are overseen by the Incubator PMC.

Previously incubated projects such as Geronimo and Derby have had such a list, with responsibility being transferred to the destination PMC on graduation; other projects under graduation (such as Synapse) have similar lists already.

the list should be tuscany-private@incubator.apache.org. There's precedent for this in Derby and Lucene.NET. Jeremy summed up the reasons, and I recall them being discussed on the general@incubator list.

All of the WS PMC members should be able to join to make sure it's like being a part of the parent project, I suspect.

Geronimo is a bad example because they became an independent project.

Personally, I think it is a bad idea for sub-projects to have their own private lists -- even during incubation.  The result will be a separation of the community of the subproject from the community of the parent project, which in turn will result in the parent project being unable to provide proper oversight.  In other words, the worst characteristics of umbrella projects.

But this isn't a good place to debate incubator policy.  If the incubator PMC approves of this, you can feel free to ignore me.

I don't follow the incubator too closely, but it seems that if you plan to be part of the web services project, than any such discussions must take place on the web services PMC list.
