OII gateway PI wants to define inputs with argument to be available only if the user provides a value. So we need to set the input as optional.
Can we please fix this?

According to [~smarru] this field is there in the application interface to make inputs optional. Current optional inputs set to True only works for uploading files. Doesn't work for other input types such as STRING, INTEGER and also cannot provide arguments.
