[I] Create a separate downloads site (tooling-trusted-release)

We need a separate downloads site which will be served by our existing httpd instance at least for alpha. Task allocated to @sbp to review the way that Puppet configures the existing downloads.a.o site. Use that to inform the way that the ATR downloads site works.
Discussed in conversation with @dave2wave how to handle the filesystem side of this. We should be able to reuse the tree that ATR uses, so that we don't have to link. It should be "write once and then maintain persistently", and only ATR should be writing, so there should be no contentions for changes.
This issue is to be resolved before #44.

This link will be to the replacement of downloads.apache.org in the Beta it will look and feel like the current site - if we decide to we can add public helpers, but that's not where we are currently focused.

There should be a "**View downloads**" link in the Left Nav just below "**Releases**" that links to the root of the downloads "site".
The "**View releases**" link is only shown when the user is logged in to the site.

I'd suggest different nomenclature.
The site/platform is "Apache Trusted **Releases**". Thus, I'd think anonymous people arriving at the site are looking for "Releases" rather than "downloads". Right up front, these people should be managed towards finding the releases they want, how to download them, and how to verify them.
When you're signed in, maybe the leftnav is something like "Release Workflow". (totally pulled outta my butt; lots of better names, I'm sure)
