There was an issue where `Tomcat 9.0.99` could not be started with `JDK 17`.
As a result, the test run with JDK 17 in the CI for the PR below failed.
According to the documentation linked below, this issue has been resolved in version `10.1.x`, so I updated the version to `10.1.39`.
