The user had an existing portal, with many passwords encrypted with the default 1-way encryption solution in out of box Jetspeed 2.2.2.  The user wanted to switch to a 2-way encryption algorithm, following the procedures outlined in a JIRA issue [2] (JS2-550). In following this procedure, Jetspeed was failing to encrypt newly created password by the two-way algorithm.
