Add thread dump feature for jobmanager in addition to the previous work on TM side: [link FLINK-14816|[FLINK-14816] Add thread dump feature for taskmanager - ASF JIRA (apache.org)]. In OLAP scenario, it will be helpful to get JM thread dump info for debugging.
