Found the guilty plugin and dropped its verifications for both 11/12 versions. Regenerated module catalogs and both are updated correctly.

In the meantime I am going to expand the [instructions|https://synergy.netbeans.apache.org/#/title/verification_of_apache_netbeans_plugin/] on what to test when approving plugins for publishing on the Update Center. Anyway, this should be ideally automated and not allow requesting verification without that attribute.
