Implemented in GitHub PR #23064: https://github.com/apache/kafka/pull/23064

Removed the misleading Gradle comment that recommended publishing to a local file-based Maven repository with -PmavenUrl.

Validation:
- RED: the reported publishMavenJavaPublicationToMavenRepository command reproduced the file-protocol authentication failure.
- GREEN: publishToMavenLocal completed successfully.
- spotlessCheck and git diff --check passed.

This is a documentation-only Gradle change with no API, protocol, or KIP impact.
