   ## Description ##
   Avoid using additional Alloc/Free on Storage() in order to pack distribution parameters into tensors on cpu/gpu. Instead allocate a single chunk of workspace and partition this into three temporal arrays (for seeds as well as the two distribution parameters). This resolves issue #8863.
