[I] Manage keys page update (tooling-trusted-release)
dave2wave opened a new issue, #52:

The page needs to be reorganized around its two areas of functionality.
1. **Your public keys**.
- This section moves the **Upload a KEYS file** button to a new section.
- The heading that is "Keys" is removed.
- The duplicative "Add ..." non-button links can be removed.
2. New **Your committee's keys** section.
- Review your committee's public GPG Keys used for signing releases.
- **Upload a KEYS file**
- New **Update a KEYS file** button. This will write the `KEYS` file for a committee into the Download directory. Vote and Announcement emails should refer to this file for checking signatures.
