M3 outstanding bugs, timeline etc.

Compadres,

I'm going to fix QPID-1237 and QPID-1167 as speedily as I can, then
I'm going to roll RC tarballs tomorrow if there isn't anything else
marked as Critical/Blocker when I start (likely around 2100 UTC) and
start the voting process on Friday.

Reprioritise Jiras now, or hold up the release. ;)
