If committers cannot assign bugs to themselves, we need to make sure they
have enough karma to do that.  The point of assigning a bug to yourself is
to indicate that you are starting work on it, even reviewing the patch.  If
I had more time today, I would have started on it too and that would've been
duplication of effort.

Even if you are a committer you may not be able to assign the bug to people as you need to have Flex JIRA "karma" (I think)

I didn't see much point is assigning the bug to myself when I was just applying someone else fix.

Also, I would like folks to assign a bug to themselves before starting work
on it (either working on a fix or reviewing a patch).  That will help avoid
conflicts of two people taking on something at the same time.

And when you check in the fix, mark it resolved.

Sure. That info is sent to the commit mailing list and is in the SVN history but see it may be useful to have in JIRA as well.
