I asked on the dev mailing list and there was some indication that :
"AIUI, these messages have a "bulk mail" header set that causes them to be
treated as spam by the ASF mail server. I think there was a recent attempt
to let these messages through, but it doesn't appear to be working for this
list."
There is a Confluence profile setting to enable an individual email to receive update emails but this is for all viewable spaces so would not be suitable for those people trying to keep tabs on a single project.

The WW confluence space doesn't have any
notification address configured into it, and
the confluence user is not subscribed to
the issues@struts mailing list. Please notify
the dev list that their space is currently
misconfigured if they are expecting notifications
from confluence.
