I have had a hard time getting Tephra to start even after I put all the required tx properties in hbase-site.xml and have it in the classpath.
After searching around, I think it is the same problem reported here:

There are hbase-site.xml in some of the test jars and pherf jar.  After moving out these jars, Tephra server starts nicely.
The test jars and pherf are included in the tarball distribution lib.

I think this needs to be fixed.
