System review-move all business logic to SECA's

I would like to propose a Jira to do a code review and pull all the
business logic out of the code and make SECA's of them.
the first phase would be as someone is reviewing code to update or
change they put in a subtask as to their suggestion to move the business
logic out of the code, like java, mini lanq, and/or groovy files to look at.
there is no expectation at this time of a patch or code, just where code
needs to be made into SECA's
Once this is completed for function or component then the second phase
of the way to best accomplish the business logic so
1) future hooks can be implement
2) additional business logic that might be implements but not now
