[PR] fix(cli): filter out None values to preserve method defaults [airflow]

rjgoyln opened a new pull request, #65062:
URL: https://github.com/apache/airflow/pull/65062

### Summary
In the current Task SDK CLI auto-generation mechanism, when a user executes a command without providing optional primitive flags (e.g., --limit or --state), the CLI parser captures these as explicit None values.

### Change
- Optimized cli_config.py to filter None values, preserving native method defaults while allowing 0 or False.
- Enhanced parameter mapping and added unit tests for fallback behavior, manual overrides, and edge cases.

### Backport failed to create: v3-3-test. View the failure log Run details

Note: As of [Merging PRs targeted for Airflow 3.X](https://github.com/apache/airflow/blob/main/dev/README_AIRFLOW3_DEV.md#merging-prs-targeted-for-airflow-3x)
the committer who merges the PR is responsible for backporting the PRs that are bug fixes (generally speaking) to the maintenance branches.

In matter of doubt please ask in [#release-management](https://apache-airflow.slack.com/archives/C03G9H97MM2) Slack channel.

You can attempt to backport this manually by running:

```bash
cherry_picker 9d17a46 v3-3-test
```

This should apply the commit to the v3-3-test branch and leave the commit in conflict state marking
the files that need manual conflict resolution.

After you have resolved the conflicts, you can continue the backport process by running:

```bash
cherry_picker --continue
```

If you don't have cherry-picker installed, see the [installation guide](https://github.com/apache/airflow/blob/main/dev/README.md#how-to-backport-pr-with-cherry-picker-cli).

Hi maintainer, this PR was merged without a milestone set.
We've automatically set the milestone to **[Airflow 3.3.2](https://github.com/apache/airflow/milestone/150)** based on: backport label targeting v3-3-test
If this milestone is not correct, please update it to the appropriate milestone.
