[PR] Improve test-status output when no tests are skipped or failed [tomcat]
Harshmahajan29 opened a new pull request, #1078:

### Description
When no test suites contain skipped or failed tests, the `test-status` target currently prints an empty line after the corresponding headers, making the output unclear.
This change updates the output to explicitly report `None` when no skipped or failed test suites are found.
### Testing
* `ant test-status` with no test reports
* Verified skipped test report is still reported correctly
* Verified failed test report is still reported correctly
* `ant test` — **BUILD SUCCESSFUL** (39m 53s)
