This attributes is set to true by default.  You can the default settings in
the cache.ccf file.

Is this attribute true by default? I am suspecting that it is - we are
having a problem in production where the cache is never being purged even
though we have set a value for MaxLifeSeconds - we have not set any value
for IsEternal. If there any documentation on what the defaults for the cache
are?
