   ## What is the purpose of the change
   
   Since FLINK-14483 has already been resolved and a new version of FRocksDB has been released, we should bump the FRocksDB version in Flink for next steps in memory control.
   
   ## Brief change log
   Bump FRocksDB version in `flink-state-backends/flink-statebackend-rocksdb/pom.xml`
   
   
   ## Verifying this change
   
   This change is already covered by existing tests.
   
   ## Does this pull request potentially affect one of the following parts:
   
     - Dependencies (does it add or upgrade a dependency): **yes**
     - The public API, i.e., is any changed class annotated with `@Public(Evolving)`: no
     - The serializers: no
     - The runtime per-record code paths (performance sensitive): no
