[PR] Remove redundant GCP auth steps and secrets from self-hosted PR workflows [beam]
damccorm opened a new pull request, #40377:
URL: https://github.com/apache/beam/pull/40377
### Summary
- Removes `google-github-actions/auth` steps and `GCP_SA_EMAIL` / `GCP_SA_KEY` secret usages from the 5 PR-triggered workflows that run on `[self-hosted, ubuntu-24.04, main]` GCE runners:
- `beam_PreCommit_Website_Stage_GCS.yml`
- `beam_PostCommit_Java_ValidatesRunner_Dataflow_V2_Streaming.yml`
- `beam_PostCommit_Python_Arm.yml`
- `beam_PostCommit_Python_ValidatesContainer_Dataflow.yml`
- `beam_PostCommit_Python_ValidatesContainer_Dataflow_With_RC.yml`
- Self-hosted GCE runners in `apache-beam-testing` already authenticate automatically via the VM's attached service account (matching the other ~50 GCP/Dataflow workflows in the repository).
- Removing the explicit secret requirement allows these workflows to succeed on fork PRs once migrated from `pull_request_target` to `pull_request`.
