JSR-363 (Unit of measureent) early draft available

Hello all

An early draft of Unit of Measurement API in Java has been published on
the Java Community Process page:

https://jcp.org/aboutJava/communityprocess/edr/jsr363/index.html

Unit of measurement will be of significant importance to Apache SIS and
GeoAPI, so comments are highly appreciated. This is an early draft - we
can expect some little changes.
