   This patch aim to make php binding work and happy and greate again
   and do these things
   
   - open php binding ci
   - fix binding ci workdir problem
   - update ext-php-rs to match latest system and php
   - drop php 8.1 and bring php 8.4 for ci test
   - add clippy to ci
   - fix the compiler error and clippy error
