If I manually create walogs directory and walogs/.lock file, and then bin/start-all, the logger process starts and doesn't die. There are no errors in the logger's log.
I'm guessing that this issue is just a symptom of another issue that's causing walogs not to be created, and is probably related to this issue: https://issues.apache.org/jira/browse/ACCUMULO-182
