The envisioned build process should monitor:
 * apisupport.harness/lwindows-launcher-src
 * ide/launcher/windows
 * o.n.bootstrap/launcher/windows

and rebuild netbeans or application launchers. I am not so sure about automatic upload to the extbin, the number of artifact from automated builds could reach quite high.
