Points d'interrogation '?' à la place des accents

Bonjour à tous,
j'ai une application qui fonctionne très bien sous Windows et fedora 2.

En revanche, sur une debian 2.4.23-1-386, j'ai des problèmes d'accent. 
Notamment, les éè..., ainsi que les &#160; sont transformés en '?'. J'ai 
remarqué que je ne peux saisir d'accents au clavier sur la debian. J'ai 
donc modifié les variables d'environnement LANG et CHARSET, mais ca ne 
change rien.

Quelqu'un sait-il d'où cela vient ? Comment puis-je modifier cela ?
