We need a new r/w repo in git-wip for Windows Phone, that combines WP7 and WP8
We originally had a windows phone 7 and a windows phone 8 repo, but all of the codebase has been consolidated and now lives in the WP8 repo.  The WP7 repo will be left at the 2.9.x branch, and the readme now points users to the WP8 repo.
Ulimately the new repo cordova-windows-phone will just be a fork of the current wp8 repo, and the current wp8 fork will be abandoned with a note pointing users to the new fork.

At some later date we can choose to delete these:
