Description: With the switch from maven-bundle-plugin to bnd-maven-plugin in the context of SLING-8963 the embed mechanism has been changed. The package name of the conditionalpackage instruction Sling OSGi Commons is missing in https://github.com/apache/sling-org-apache-sling-installer-core/blob/master/bnd.bnd which leads to the package no longer being embedded in the JAR . This is an issue when starting the Installer Core at a very early start level (where that dependency is not yet available).
