   Changing this from "Remove old import/export code and turn on the VERSIONED_EXPORT flag by default" to "Turn on the VERSIONED_EXPORT flag by default" since changing the default of a feature flag is considered a breaking change. We can consider removing the code and the flag in 3.0 or above.
