>From what I understand, the {{toolchains.xml}} file is _only_ looked for in {{$\{user.home\}/.m2}}.  This is quite inconvenient if you want to provide a central configuration for a large development team.  I suggest to look for it in some central place too.  {{$M2_HOME/conf}} would seem to be a natural place, following the model of {{settings.xml}}.
