* Capture user to entity mapping as part of the config store. 
It will be a simple data structure that will be serialized to the store directory as and when entities are added
Serialization will be synchronous and atomic
* REST API will filter results based on the authenticated user
* Infrastructure (cluster) can be read by all but can only be modified by the owner
