Taglibs in test repository

I put a version of taglibs and taglibs-sandbox from last night on the
ASF test repository for subversion:

https://svn.apache.org/repos/test/jakarta/taglibs/

Note that I used the term "proper".  That's not set in stone, I just
modifed the conversion scripts I was using for the Jakarta Commons.  IT
would be straightforward to change that to "core", "supported", or
whatever you want it called.

Now, it is probably a good time for someone to create a "current"
directory, and mess around with the svn:externals property and how it
could link to each project's trunk.
