In older versions this worked, but in 2.0.2 when I set

I was confused by this also. I don't think the documentation is clear at: http://struts.apache.org/2.x/docs/strutsproperties.html
I interpreted as: If set to true, the static items will be available at the context root of my application. If set to false, you must include struts/ in the path.
