Thinking about attempting another RC

Any further comment or concerns on HBASE-13303 beforehand? It is an ugly
hack I hope to revert after we have a better fix, see tail of HBASE-11544,
but it or something like it is needed to prevent issues with scanning under
certain configuration settings should cells carry tags.

I'd say let's give HBASE-13262 one more day. We do a have a lurking issue in 0.98 before 13303, so we shouldn't wait too long. Not the end of the world if HBASE-13262 goes in the next month - that's why we have monthly releases :)

We already have HBASE-13303 as a stop gap for this release. I think it's ok
if

HBASE-13262 isn't ready right now, we will have another release in a month.
On the other hand, if it's ready before the RC is cut by all means let's
get it in. Right now I'm waiting for HBASE-13326 because the issue
indicates it affects 0.98 too.

Should we wait for HBASE-13262 to be in before this RC? Seems as though the
change that is currently in the works would not require backporting
HBASE-11544 and thus could be backported into 0.98 and branch-1.0 as well.
If waiting for it to be in is not appropriate due to the need to get on top
of the issue right away, I understand, just a thought.
