   ## Summary of Changes

Hello, I'm Gemini Code Assist[^1]! I'm currently reviewing this pull request and will post my feedback shortly. In the meantime, here's a summary to help you and other reviewers quickly get up to speed!

This pull request focuses on improving code quality by re-enabling a static analysis check that identifies inefficient string formatting. The changes ensure that string format patterns are used directly within `String.format` calls, leading to cleaner and potentially more performant code by removing unnecessary constant declarations for simple format strings. This effort brings several modules into compliance with the re-enabled check.

   ### Highlights

   * **ErrorProne Check Re-enabled**: The `InlineFormatString` ErrorProne check has been re-enabled by removing it from the disabled checks list in `BeamModulePlugin.groovy`.
   * **Codebase Compliance**: Various Java modules have been updated to comply with the `InlineFormatString` check, primarily by inlining string format patterns directly into `String.format` calls.

🧠 **New Feature in Public Preview:** You can now enable **Memory** to help **Gemini Code Assist** learn from your team's feedback. This makes future code reviews more consistent and personalized to your project's style. **Click [here](https://codeassist.google/code-review/login) to enable Memory in your admin console.**

Checks are failing. Will not request review until checks are succeeding. If you'd like to override that behavior, comment `assign set of reviewers`
