r8368 and SWIG version requirements.

I'm going to veto r8368 to force us to discuss the version requirements
of SWIG.  

Last night I worked with David to figure out some perl bindings issues
he had on RedHat.  He was having trouble getting SWIG 1.3.16 to build
with perl binding support.  It works fine for him with 1.3.19.  But I'm
not convinced we really require 1.3.19.  

Right now the configure script is accepting 1.3.16, 1.3.17 and 1.3.19.
There's a change pending to accept 1.3.20 and 1.3.21.  The configure
script however, recommends 1.3.19 and so does our documentation.

So if we really require 1.3.19 then we need to make the configure
scripts say that.  In that case I consider r8368 incomplete.

If 1.3.19 is not required than r8368 is just wrong.

I'll try to find some time tonight or tomorrow to play with 1.3.16 and
see if we really work with it or not.

If we really need 1.3.19 then I'll merge r8368 into the #1690 issue and
update the patch to accept only 1.3.19.  And remove my veto.

My vote is to drop perl binding support in the package.

No, I think not.  Subversion itself doesn't require it, so it's not,
uh, a requirement :-).

OK, I'd like to poll the developers and users:

Is it important enough to have Subversion use the perl bindings on RedHat 
7.3?  If so it sounds like RedHat 7.3 users will have to upgrade their
perl to perl latest (or at least 5.8.0) from the current version of 5.6.1 
or even perl-5.6.0.X.

Any other options?  That's a pretty big change (maybe for the better, but 
I don't know enough about it to evaluate backwards compatability issues 
for Perl).

Poll Question: Should I put the perl 5.8.0 requirement into the RedHat 7.3 
Subversion RPMs? (I'll have to build latest version of perl and distribute 
it.)

I've currently got a patch that builds on RedHat 9 and should work on 
RedHat 7.3 (once I rebuild perl) that generates a subversion-perl RPM.

Okay we need 1.3.19.  It looks like that prior to 1.3.18 SWIG wouldn't
build properly against Perl 5.8.  We require Perl 5.8 or newer.  So we
need 1.3.19.  I'll be updating Issue #1690's patch to require 1.3.19 or
newer.  Merge r8368 into the same vote.  And removing my vetos in a bit.

Fair enough.  I'll just note that this is the first time I've tried to 
add the perl bindings to the RPM packages, and SWIG 1.3.16 builds the 
python bindings fine.  I'm just currently encountering compile problems 
when I try to add the perl bindings.
