How does the user find it confusing?  The behavior is well-documented, and it seems that communicating the functionality of this folder to the user(s) would resolve the issue?

There are a couple of options being added, currently, to disable either uploads or downloads (or both), so it's possible we could roll it in to that, but it seems like a fairly trivial thing to communicate to the users the purpose of that folder.
