Usually, when you use svn+ssh://, svnserve does not need to listen on
any port - this is sshd's duty. sshd is usually run as a daemon and not
in inetd mode, so changing any numbers here does not have any effect
(you did not tell whether you run sshd in inetd mode, so I just assume
this).

The problem may be that you checkout command tries to use the default
port for svn+ssh:// and you need to tell it explicitly to use another. I
good guess would be to try this command:

$ svn checkout svn+ssh://user@host:port/path

... and insert the appropriate values for your setup.
