   Also, we should add an optional config for `rule`, named `onlyAsGroupCondition`(true/false, default false). Once this is added, meaning, even the alarm rule checking returns true, it would not trigger the notification. At the same time, the `onlyAsGroupCondition=false`(default) rule still could be as a condition.
